The project involved demolishing existing buildings and constructing a mixed-use development with 929 residential units in 5 blocks of varying heights. Initially planning was rejected due to concerns about loss of daylight and sunlight. GIA presented evidence and expert testimony to support an appeal, using a two-stage approach recommended by the Rainbird High Court judgment. This approach involved calculating light loss and considering broader factors.
The evidence demonstrated that Woking was already undergoing significant transformation and that similar developments had been approved by the council. The evidence also analysed the anticipated changes to surrounding buildings, supported by the area’s planning policy for growth and higher density development. The Inspector found the evidence to be “compelling” and granted planning permission in January 2022.
